Supporting Georgia, the Republic of Moldova and Ukraine in their Integration into the EU Transport System

The Transport Community supports Georgia, the Republic of Moldova and Ukraine in strengthening their transport systems and progressing towards alignment with EU transport policies, legislation and standards. Through two EU-funded projects, the Transport Community has facilitated their participation in regional cooperation structures, provided targeted technical assistance and supported reforms across key transport sectors.

The projects have supported national authorities in identifying reform priorities, addressing legislative gaps and strengthening institutional capacities across road, rail, road safety, waterborne transport and multimodal transport.

Key achievements include:

Assessment of alignment with EU legislation:

Baseline assessments and sectoral analyses have helped identify gaps in national transport legislation and establish priorities for further alignment with the EU transport acquis.

Support for transport reforms:

Action Plans, policy coordination and targeted technical assistance have supported national authorities in advancing reforms and improving transport governance.

Progress towards TEN-T integration:

Assessments of the Trans-European Transport Network (TEN-T) have helped identify priorities for developing transport connections and improving integration with the European transport network.

Strengthened institutional capacities:

Technical assistance, expert exchanges and tailor-made training activities have enhanced the knowledge and expertise of national authorities and transport stakeholders.

Closer regional cooperation:

Participation in the Transport Community’s Regional Steering Committee, technical committees, Social Forum and other regional platforms has strengthened dialogue, knowledge-sharing and cooperation with the Western Balkans and EU partners.

Despite these different circumstances, the projects have established a basis for continued cooperation and further progress towards EU transport standards.

Background: A Strategic Step Towards Closer Integration

The initiative was launched following the 6th Ministerial Council meeting of the Transport Community, held on 15 November 2022, which endorsed a Joint Statement (link to document) calling for the more systematic involvement of Ukraine, the Republic of Moldova and Georgia as observing participants in the relevant Transport Community bodies.

In December 2022, the European Commission (DG NEAR) awarded the Transport Community a grant for preparatory activities under EU project NDICI-GEO-NEAR/2022/441-320, “Preparatory activities to support progressive involvement of Georgia, the Republic of Moldova and Ukraine in the activities of the Transport Community.” The project established communication channels with national stakeholders, facilitated participation in Transport Community activities and developed baseline assessments and Action Plans to guide further alignment with EU transport policies and standards.

Building on this foundation, the European Commission funded the follow-up project NDICI-GEO-NEAR/2023/452-688, “Participation of Georgia, Republic of Moldova and Ukraine in the Transport Community.” The project continued support through technical assistance, policy coordination and capacity-building, with the aim of strengthening the countries’ participation in the Transport Community and advancing their integration into the European transport system.

Together, the two projects represent a sustained commitment to supporting transport-sector reforms, strengthening regional cooperation and bringing Georgia, the Republic of Moldova and Ukraine closer to the EU transport market.
