Social Issues and Passenger Rights

Welcome to the dedicated page for Social Issues and Passenger Rights of the Transport Community Permanent Secretariat!

Social issues are of a paramount importance to the work of Transport Community Permanent Secretariat. The reason for that is the fundamental nature of Social rights: they represent a mirror to our humanity.

Our main objective is to create an attractive transport sector for the future transport workers and a fair and available mobility for all in the region. Attractive transport means that the sector offers good social conditions, reskilling opportunities, and provides attractive jobs. This means improving working conditions (staff safety and healthy working environment), attracting new staff, managing the ageing work force and recruiting young people and women. Additionally, new challenges and solutions in transport and mobility will require new people with different skill sets and mind-sets as decarbonisation and digitalisation will bring opportunities and changes to the transport sector. Fair mobility means protection of passengers and their rights. Available mobility for all means accessible for persons with reduced mobility and persons with disabilities.

Our efforts include promoting a robust legislation framework for social issues that addresses the challenges that the transport sector faces when it comes to social rules and its application. The sector suffers from difficult working conditions, atypical hours and lack of attractiveness. As regards to Passenger Rights our focus areas include promoting accessibility, inclusivity, non-discrimination, and social justice within the transport system. We work tirelessly to ensure that transport is accessible to everyone, regardless of their age, gender, disability, or socio-economic background.
