PODGORICA – Montenegro’s progress in aligning its transport legislation with EU rules and priorities for further cooperation were at the centre of introductory meetings between Director of the Permanent Secretariat of the Transport Community Tālis Linkaits and Montenegro’s Minister of Transport, Radoš Zečević, and Minister of Maritime Affairs, Filip Radulović.

The meetings held on Friday, 23 October 2026, highlighted Montenegro’s position among the regional leaders in EU transport acquis alignment, with advances across road, rail and maritime transport. Discussions focused on building on this progress through the Transport Community’s Next Generation Action Plans and translating legislative reforms into safer journeys, more efficient services and stronger connections with the EU.

During the meeting with Minister Zečević, particular attention was given to railway reform, road safety, infrastructure development and reducing delays at border crossings. Montenegro’s adoption of the new Law on Railway Safety and Interoperability represents an important step towards alignment with EU railway rules, supporting a safer and better-connected railway system.

Discussions also covered improvements to road and rail infrastructure on the extended Trans-European Transport Network (TEN-T). Joint border controls, simpler procedures and the Green Lanes initiative were highlighted as practical ways to improve the movement of people and goods.

The meeting with Minister Radulović focused on progress in waterborne transport and the maritime sector. Montenegro has reached a considerable implementation rate under the Next Generation Waterborne Transport and Multimodality Action Plan, supported by the adoption of laws on preventing marine pollution from ships, ports, maritime navigation safety and electronic freight transport information.

Progress also includes the transposition of 24 EU legal acts covering areas such as ship safety, pollution prevention, port services, vessel traffic monitoring and accident investigation. These reforms provide a stronger framework for safer shipping, better protection of the marine environment and more efficient port operations.

Across both meetings, continued cooperation, technical support and the exchange of expertise were identified as important to sustaining reform. The Transport Community will continue supporting Montenegro in putting EU-aligned rules into practice and delivering tangible benefits for citizens, transport professionals and businesses.
