CHIȘINĂU – The Transport Community held an EU-funded training, “Implementing eFTI: From Policy to Practice”, in Chișinău on 30 September – 1 October 2026, supporting the Republic of Moldova and Ukraine in preparing for the digitalisation of freight transport information and alignment with the relevant EU rules.
Organised under the EU-funded project, the two-day event brought together 17 representatives from the Republic of Moldova and Ukraine, with additional participation online. Combining technical sessions with practical exercises, the training strengthened participants’ capacity to plan and coordinate the implementation of electronic freight transport information (eFTI).
The first day focused on the EU eFTI legal framework, including Regulation (EU) 2020/1056 and its delegated and implementing acts, alongside the implementation timeline towards 2027. Participants examined the requirements for aligning national legislation and explored how common data standards and interoperable systems can support the electronic exchange of freight transport information.
Discussions also addressed system architecture, secure access to data, data protection, and the institutional arrangements needed to implement eFTI. Sessions on governance, certification and supervision of eFTI platforms were complemented by good practices and lessons from the Western Balkans and the Nordic States.
On the second day, participants moved from policy to practical application through a demonstration using the Estonian eFTI testbed. Following a roadside check from an inspector’s perspective, the demonstration illustrated how freight information can be submitted electronically, accessed by competent authorities and recorded within the system.
Country working groups then mapped their national control processes and existing systems, identified gaps and proposed solutions, and considered the institutions responsible for taking implementation forward. The closing sessions focused on eFTI roadmaps, bringing together legislative alignment, institutional coordination, technical development and milestones, alongside opportunities under EU funding instruments.
The training strengthened participants’ administrative capacity to align legislation with the EU eFTI acquis and coordinate implementation across institutions. It also helped identify concrete gaps and next steps to inform national eFTI roadmaps.
This training was financed by the European Union under the NDICI-GEO-NEAR/2023/452-688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
