CHIȘINĂU – Managing construction delays, controlling costs and ensuring quality were at the centre of a two-day Transport Community training held in Chișinău on 12–13 October 2026. The event brought together 23 participants from Moldova and Ukraine, in person and online, to strengthen the practical skills needed to deliver road, rail and waterborne transport projects.

For institutions responsible for public infrastructure, managing a contract effectively is essential to turning investment into reliable transport connections. Clear responsibilities, timely payments and procedures for resolving problems can help prevent costly disputes and keep construction moving forward.

The training focused on FIDIC contracts, internationally used standard contracts that set out the responsibilities of those commissioning, designing and carrying out construction works. Participants explored the Red and Yellow Books, two contract models used for infrastructure projects.

Through real-life examples, case studies and group work, participants examined how to check the quality of construction, handle delays, manage payments and respond to changes during a project. Lessons from EU Member States helped connect the contract provisions to situations that teams may face in their daily work.

The training responded to needs identified by institutions in Moldova and Ukraine.

This training was financed by the European Union under the NDICI-GEO-NEAR/2023/452-688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
