Main Beneficiary: Ministry of Infrastructure and Regional Development of the Republic of Moldova
Objectives: Technical Assistance for supporting the Republic of Moldova to reach alignment with the relevant EU Aquis in the road operation sector aimed to support the country in reaching alignment with the EU transport Acquis, standards and practice in the road operation sector, focusing on a package of 13 regulatory acts (Regulation and Directives) to be fully implemented in Moldova’s legal framework during the assignment.
Results:
- Detailed transposition plan for the EU road operation acquis was prepared, building on the outcomes of the Gap assessment analysis. It includes a precise identification of the EU rules to be transposed, the recommended type of intervention (e.g., amendment or new legal act), the specific Moldovan acts to be amended or supplemented, etc.
- Regulatory impact analysis on the implementation of the acquis in the road operation sector provided a rigorous and structured assessment of the anticipated impacts.
- The transposition program was further complemented by a Roadmap for the implementation of the new legislation which includes modalities for applying new instruments, prioritization of measures, optimal entry-into-force periods and supporting actions such as capacity building and investment planning.
- Complete road operation legislative package, including 13 regulatory acts (both regulations and directives) have been delivered to support overall harmonization process (including transposition, implementation, and enforcement supervision).
To ensure that the final documents reflect a broad consensus, incorporate expert input from all relevant institutions, and strengthen national ownership of the process, workshops were organized to facilitate consultations with all key stakeholders.
Conclusions and next steps: Submitted documents provide a solid foundation for progressing toward the final adoption of the Acquis in the road transport sector. To fully capitalize on these results, the recommendations are:
- Strengthen stakeholders’ capacity
- Organise discussions by thematic areas to enable full implementation of the acquis
- Ensure early budget planning to implement proposed solutions
- Provide additional, focused technical assistance
