Main Beneficiary: Railway Agency of the Republic of Moldova
Objectives: The overall objective of the assignment was to support the Republic of Moldova in strengthening its railway safety regulatory and institutional framework in line with the relevant EU railway acquis and the priorities established under the Transport Community Treaty. Particular focus was placed on strengthening the institutional and operational capacities of the Railway Agency of Moldova in the areas of railway safety supervision, licensing, certification, risk management and implementation of the EU railway safety framework.
Results: The project resulted in the preparation and submission of a comprehensive set of technical deliverables, including the Regulatory Gap Assessment Report, operational guides/internal acts for the Railway Agency, the Supervision Strategy/Plan and Railway (Safety) Audit Manual, as well as the Methodology for Assessing the Application of the Risk Management Process. The following internal acts have been prepared:
- Guide to the Issuing of Railway Undertaking Licenses
- Guides for the Issuance of Safety Authorisations for Railway Infrastructure Managers
- Guides for the Issuance of Safety Certificates for Railway Undertakings
- Railway (Safety) Audit Manual
- Supervision Strategy and Supervision Plan
- Methodology for assessing the application of the Risk management process
Conclusions and next steps to be done by Moldova authorities:
The priority for the Moldovan authorities should be the formal adoption of all internal acts developed under the project, given that only three acts have been adopted so far, followed by their effective implementation in the Railway Agency’s day-to-day operations. This will facilitate the application of harmonised safety and licensing processes and contribute to the continued development of a modern, transparent, and efficient railway regulatory system.
