Objectives: The overall objective of the assignment was to support Moldova in the restructuring of the railway sector, particularly in relation to the State Enterprise “Railways of Moldova” with a particular focus on the future newly established entities.
Results: The project resulted in assessing the current Action Plan on the Implementation of the Concept for the Restructuring of the Railway Sector and the State Enterprise “Railways of Moldova”, identifying strengths, weaknesses, gaps, and governance issues, reviewing relevant legal and regulatory frameworks for alignment with EU standards, and preparing an update of the Action Plan on the Implementation of the Concept for the Restructuring of the Railway Sector and the State Enterprise “Railways of Moldova”, with clearly defined responsibilities, timelines for reform, and any necessary extension of the implementation period. Financial and economic review was presented through draft Business Plans for the successor companies, JSC “CFM Infra” and JSC “CFM Passengers and Freight”.
Conclusions and next steps to be done by Moldova authorities:
In accordance with the results of the Technical Assistance, the Moldovan Ministry of Infrastructure and Regional Development should continue its intensive efforts to establish JSC “CFM Infra” and JSC “CFM Passengers and Freight” and to establish a framework for the subsequent implementation of the Action Plan.
The Business Plans for the successor companies, JSC “CFM Infra” and JSC “CFM Passengers and Freight” (deliverables under this Technical Assistance), should be approved in accordance with the objectives and deadlines set out in the Reform Agenda.
