Completed in October 2025, the Technical Assistance for the establishment of the Western Balkans Electronic Register of Road Undertakings (WBRRU) – Phase I assessed the current level of compliance with EU legislation, identified key gaps, and defined a harmonised regional solution interoperable with the European Register of Road Transport Undertakings (ERRU).
It delivered the functional and technical system architecture, a detailed implementation roadmap, and full technical specifications for the next implementation phase.
In addition, the study assessed the feasibility of introducing a digital permit exchange module, enabling the future transition from paper-based to secure electronic exchange of bilateral and multilateral road transport permits across the region.
