Assessment of setting up National Access Points and National Body in Regional Partners

Completed in December 2025, the Transport Community Permanent Secretariat’s Study “Assessment of Setting up National Access Points and National Bodies in the Regional Partners” provides a comprehensive analysis of the readiness of the Western Balkans to implement EU requirements on Intelligent Transport Systems (ITS).

The study assesses institutional, legal and technical frameworks across the six Regional Partners and sets out practical, costed roadmaps for the establishment of National Access Points and National Bodies in line with Directive (EU) 2023/2661.

The findings support the progressive digitalisation of transport, improved data governance and interoperability, and the region’s integration into the European mobility data ecosystem.
