The Integrated Framework for Sustainable Urban Mobility in the Western Balkans provides a strategic and systemic approach for advancing sustainable, climate-resilient and EU-aligned urban mobility across the region. Developed jointly by the Transport Community, GIZ, NALAS, CIVINET Slovenia–Croatia–SEE and EIB Advisory, the framework responds to growing challenges related to congestion, air pollution, climate change, accessibility and increasing EU policy obligations, particularly under the revised TEN-T Regulation and the EU Urban Mobility Framework.
At the core of the framework is the establishment of National SUMP Support Programmes (NSSPs), designed to move the region away from fragmented and project-based approaches towards structured national systems for Sustainable Urban Mobility Planning (SUMP). The framework promotes stronger governance, institutional coordination, financing mechanisms, technical capacity, monitoring systems and alignment with EU acquis and policy developments.
The framework also supports implementation of the Green Mobility Declaration adopted in Sarajevo in 2024, reinforcing the connection between sustainable connectivity, resilient urban nodes, clean mobility and EU integration. Through a coordinated regional approach, the framework aims to support cities and national authorities in developing investment-ready, high-quality mobility systems that improve accessibility, efficiency, decarbonisation and quality of life for citizens across the Western Balkans.
