Transport of dangerous goods is vital for the economic development and connectivity of the Western Balkans, but recent incidents in the region have shown the importance of stronger prevention, preparedness and coordinated response. This Roadmap addresses that need by linking two closely connected priorities: the implementation of reliable 112/eCall emergency communication infrastructure and the development of coordinated emergency response capabilities for dangerous goods incidents. It sets out a regional framework for prevention, response protocols, governance and the preparation of National Dangerous Goods Emergency Response Plans, supported by technical 112/eCall implementation fiches identifying current gaps, improvement measures and indicative costs. Its successful implementation will require continued commitment, investment, training and cooperation among all Regional Partners, with the Permanent Secretariat of the Transport Community providing technical assistance, coordination and progress monitoring. By 2028, every regional partner should have a functioning 112 system aligned with EU standards, operational eCall capability and an endorsed National Dangerous Goods Emergency Response Plan integrated with cross-border coordination mechanisms.
