SKOPJE – The Permanent Secretariat of the Transport Community brought together representatives of North Macedonia’s relevant institutions for a workshop dedicated to establishing a National Body and a National Access Point, two essential components for implementing the European Union’s framework for intelligent transport systems.
The workshop, held in Skopje on 11 September 2026, supported North Macedonia in assessing its institutional, legal and technical readiness and identifying the practical steps required to advance implementation.
Opening the event, Transport Community Road Coordinator Nerejda Hoxha highlighted the importance of intelligent transport systems for delivering the transport-related commitments under the EU Growth Plan and improving the availability, accessibility and exchange of transport data.
Participants received an overview of the EU legal framework for intelligent transport systems, including the obligations arising from relevant delegated regulations and their connection with the establishment of National Bodies and National Access Points. Examples from EU Member States helped illustrate possible institutional arrangements and implementation approaches.
Through discussions, participants mapped existing institutions involved in the ITS eco-system, their mandates, as well as organisational and technical gaps for the establishment of the National Body covering is core functions and resources, and its cooperation with the National Access Point.
The afternoon session addressed the development of a National Access Point, including priority data categories, applicable standards, existing data sources and ownership, data gaps and potential duplication. Participants considered different hosting arrangements, including in-house and outsourced solutions, alongside indicative implementation measures and costs.
The workshop builds on a study completed in December 2025 and supports the implementation of the EU Growth Plan Agenda.
