Improving multimodality has been identified by the Sustainable and Smart Mobility Strategy (SSMS) impact assessment as one of the three key groups of measures supporting the green and digital transition. In response, the Transport Community contracted the Technical Assistance on Multimodality, Terminal Assessment, and Digitalisation in December 2023.
The overall objective of the assignment is to support the fulfilment of obligations arising from the Transport Community Treaty, in particular those related to Annex I of the Treaty, through the implementation of the SSMS for the Western Balkans.
The specific objective is to assist the Regional Parties in aligning with the relevant EU acquis by analysing barriers to the development of multimodality—such as infrastructure gaps, policy constraints, and digitalisation challenges—conducting a market and prospective analysis of multimodal freight terminals, and preparing an action plan for the development of a multimodal freight terminal network. This report presents outputs of the market analysis and provides a list of identified multimodal freight terminals in the Western Balkans.
