Transport Community Brings Together Stakeholders to Strengthen Transport Data and TEN-T Monitoring

BELGRADE – The Permanent Secretariat of the Transport Community organised the TODIS Stakeholder Conference 2026 on 25 May in Belgrade, bringing together almost 60 transport stakeholders from across the region to discuss how better data can support better transport planning, investment and decision-making.

TODIS, the digital information system of the Transport Observatory, helps collect and organise key information on the transport network in the Western Balkans. Its purpose is to provide reliable data that can help authorities, experts and partners understand how the transport network is developing, where improvements are needed, and how the region is progressing towards integration with the EU transport system.

The conference focused on new functionalities of TODIS, including key performance indicators based on Regulation (EU) 2024/1679, as well as new modules on climate resilience and railway market monitoring. These tools will help provide a clearer picture of transport infrastructure, services and performance across the region.

A particular focus was placed on practical data work. During dedicated group sessions by transport mode, participants worked on the collection, revision and upload of data into the system. This hands-on approach is essential for ensuring that TODIS becomes a useful and reliable platform for policy planning, investment preparation and monitoring of the extended TEN-T network in the Western Balkans.

The Transport Observatory is designed to become the main regional information repository for the TEN-T network in the Western Balkans. It supports the Transport Community’s work on monitoring network performance and preparing consolidated development plans, while also providing information that can benefit citizens, businesses, public authorities and investors.
