CHIȘINĂU – Moldova hosted the first stakeholder workshop within the Transport Community’s Technical Assistance to support the Republic of Moldova in aligning with the relevant EU waterborne transport acquis, on 12 November 2025.
Bringing together representatives of national institutions, the private sector, and sectoral experts, the workshop, hosted by the Naval Agency in Chișinău, provided a comprehensive overview of progress achieved so far within the Technical Assistance.
The organisers reflected on the formal approval of the Inception Report and Regulatory Gap Assessment Report, which together map out the current state of Moldova’s legislation in comparison with the EU acquis in the field of waterborne transport.
During the workshop, the Draft Transposition Plan was presented. The plan introduced the methodology, key findings, and proposed sequencing legal acts to be aligned with the EU standards. Stakeholders also engaged in discussions on institutional roles, coordination mechanisms, and data requirements needed for the upcoming Regulatory Impact Assessment.
By implementing the Technical Assistance, the Transport Community will assist Moldova in transposing 13 core EU legal acts in the field of waterborne transport, measures that will strengthen safety, enhance environmental protection, improve market functioning, and support Moldova’s gradual integration into the European transport system.
This Technical Assistance is financed by the European Union under the grant NDICI-GEO-NEAR/2023/452688 to the Permanent Secretariat of the Transport Community related to preparatory activities to support the progressive involvement of Georgia, the Republic of Moldova and Ukraine in the activities of the Transport Community.
