CHIȘINĂU – The Railway Agency of the Republic of Moldova, with the support of the Transport Community, held a workshop in Chișinău on 8 June 2026 to present a new internal methodology that will help Moldova strengthen railway safety and move closer to EU rail standards.
The workshop was opened by Mr Alexei Chitoroaga, Director of the Railway Agency of the Republic of Moldova, together with representatives of the Permanent Secretariat of the Transport Community.
The main focus of the workshop was the presentation of the final version of the Methodology for Assessing the Application of the Risk Management Process. This document was prepared for the Railway Agency as part of the EU-funded technical assistance project implemented by the Transport Community supporting Moldova in the implementation of EU rail transport rules.
Risk assessment is an important part of railway safety. It helps railway institutions and operators identify possible risks, understand how serious they are, and take the right measures to prevent accidents and disruptions.
The new methodology will support the Railway Agency in applying both Moldovan and EU requirements in the field of railway safety. As the Agency is a relatively young institution, the document will also serve as practical guidance for its staff in understanding and applying risk assessment procedures in their daily work.
During the workshop, participants discussed practical examples of how risk management is used in railway systems. These included examples related to safety management systems used by railway companies, as well as risk assessment procedures when changes are made in the railway system, such as updates to maintenance plans.
The workshop also provided an opportunity to share practical experience from Serbia, other Western Balkans partners and EU member states. Participants exchanged views, lessons learned and advice on some of the most challenging aspects of applying risk assessment in the railway sector.
This activity is part of the technical assistance provided by the Transport Community to support Moldova’s gradual alignment and implementation with EU transport standards and its closer integration into the wider European transport system.
This Technical Assistance is financed by the European Union under the NDICI-GEO-NEAR/2023/452688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
