Supported by EU, Moldova Moves Closer to EU Road Transport Standards with New Legislative Package

CHIȘINĂU – The Republic of Moldova has taken another step towards aligning its road transport rules with European Union standards, following the completion of technical assistance supported by the Transport Community and funded by the European Union.

The activity supported the Ministry of Infrastructure and Regional Development of the Republic of Moldova in preparing a comprehensive package of legislation for the road operation sector. The package covers 13 EU rules and provides the basis for their introduction into Moldova’s national legal framework.

As a result of the technical assistance, more than 30 documents were prepared, including draft legal acts, explanatory notes and tables showing how Moldovan legislation can be aligned with EU requirements. These documents will help Moldova move from planning to implementation in a structured and practical way.

The support also delivered a detailed plan for transposing EU road transport rules, a regulatory impact analysis and a roadmap for applying the new legislation. Together, these tools will help institutions understand what needs to be changed, when it should happen and what support is needed to make the reforms work in practice.

The expected benefits include better organised road transport rules, stronger institutions, more predictable conditions for transport operators and closer integration with the EU transport system. For citizens and businesses, this means a road transport sector that is safer, more efficient and better connected with European standards.

Consultations with key national stakeholders were also organised to ensure that the proposed legal changes reflect practical needs and are supported by the institutions that will be responsible for their implementation.

The completed documents now provide Moldova with a solid foundation for the next phase of reform. Further work will focus on strengthening institutional capacity, organising focused discussions by thematic areas, planning the necessary budget support and providing additional technical assistance where needed.

Through this support, the Transport Community continues to assist Moldova in advancing transport reforms, improving alignment with EU standards and building a more modern and reliable transport system.
