Transport Community Launches New Support to Help Moldova Reform Its Railway Company

CHIȘINĂU – On 25 March 2026, the Permanent Secretariat of the Transport Community held the kick-off meeting for a new Technical Assistance project to support the Republic of Moldova in the restructuring of the State Enterprise “Railways of Moldova.”

The same day, the contract for this support was also signed, marking the official start of work that will help Moldova move forward with railway reform and prepare its rail sector for closer integration with the European Union.

The new assistance will focus on helping the Ministry of Infrastructure and Regional Development review and update the existing plan for restructuring the railway sector and the national railway company. The goal is to make the reform process clearer, more practical and better suited to today’s transport needs, in line with the EU standards.

This work will look at several key areas. It will review the current reform plan and earlier work already carried out by international partners, examine the legal and regulatory framework for the railway sector, and assess the financial situation of “Railways of Moldova.” It will also help identify the steps needed to improve efficiency, strengthen long-term sustainability and create the conditions for a modern railway system.

Based on this analysis, experts will prepare an updated action plan with clear measures, responsibilities and timelines. The support will also include regular expert advice to the Ministry’s working group in Chișinău, helping guide the reform process and keep it on track.

By supporting the restructuring of the railway sector, this project will help Moldova build a railway system that is more efficient, more sustainable and better aligned with EU rules and standards.

This is another practical step in supporting Moldova’s transport reform efforts and its path towards closer integration with the EU transport market.

This Technical Assistance is financed by the European Union under the NDICI-GEO-NEAR/2023/452688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
