TIRANA – Albania’s Council of Ministers adopted the Transport Sector Strategy and Action Plan 2030 on 28 October 2026, marking a step towards a safer, more sustainable and better-connected transport system. The Transport Community supported the authorities of Albania in preparing and finalising the document through targeted technical assistance covering transport policy, economic analysis and strategic environmental assessment.

Developed under the leadership of the Ministry of Infrastructure and Energy, the Strategy sets the direction for Albania’s transport reforms and investment priorities through 2030. It brings together alignment with EU transport rules, stronger regional connections and integration with the Trans-European Transport Network (TEN-T), sustainable and intelligent mobility, and improved safety and passenger rights.

At the Ministry’s request, the Transport Community provided expert support to help refine the draft Strategy and its Action Plan. This assistance focused on identifying clear priorities and achievable actions, strengthening alignment with EU transport policies and the Transport Community’s Next Generation Action Plans, and improving arrangements for implementation and monitoring. Economic analysis support addressed the data, budgeting, cost estimates and cost-effectiveness underpinning the Action Plan, helping connect policy ambitions with the resources needed to deliver them.

A further contribution was the Transport Community’s financing of a locally contracted expert to prepare the Strategic Environmental Assessment (SEA), in accordance with Albania’s SEA legislation and the requirements of the EU acquis. The assessment aimed to integrate environmental, climate and social considerations into strategic transport planning and decision-making.

The final SEA report has been received, and the authorities of Albania have incorporated its findings into the Strategy. The Ministry of Environment has also issued the Environmental Declaration, completing an important step in the strategic planning process and supporting the Strategy’s progression towards adoption.

The adopted document reflects shared local and regional priorities. It sets the ambition of achieving full alignment with the EU transport acquis by 2027 and effective implementation by 2030, alongside measures to strengthen cross-border connections, modernise infrastructure, promote multimodal transport and advance digitalisation and decarbonisation. It also recognises coordination with the Permanent Secretariat of the Transport Community, EU institutions and international financial institutions as essential to achieving its objectives.

Adoption provides a common framework for translating these priorities into concrete reforms and investments. Clear institutional responsibilities, measurable indicators and regular monitoring will be central to delivering results for citizens and businesses, from safer journeys and more accessible services to more reliable transport connections with the region and the European Union.

Through this support, the Transport Community has contributed to the technical and environmental foundations of Albania’s new transport framework, helping link planning with regional commitments and the Albania’s EU integration objectives.
