Bosnia and Herzegovina, Croatia, Montenegro and Serbia Discuss Faster and More Efficient Border Crossings in Tivat

TIVAT – Representatives of Bosnia and Herzegovina, Croatia, Montenegro and Serbia met in Tivat on 2 July 2026 for a quadrilateral meeting dedicated to improving border crossings and making travel, transport and trade flows faster, safer and more predictable.

Organised by the Permanent Secretariat of the Transport Community, the meeting focused on practical solutions for road and rail border crossing points covered by the next generation Action Plan on Transport Facilitation 2025–2027.

Border crossings are where connectivity is tested in real life. Long waiting times, repeated checks, limited working hours or missing infrastructure can slow down people, goods and businesses. This is why the meeting brought together authorities to discuss concrete steps that can improve daily operations on the ground.

Participants exchanged views on better data sharing, stronger cooperation between border agencies, aligned working hours, joint and synchronised controls, and infrastructure improvements at key road border crossings. The discussion also covered rail border crossings, with a focus on bilateral agreements for joint rail stations and more efficient rail operations.

The meeting also looked at available financial and technical support. Technical assistance for the preparation of documentation for Green Lanes border crossing improvements was presented, while participants were informed about new funding opportunities under the World Bank Safe and Sustainable Transport Programme and the Green Lanes call for proposals.

A dedicated session with chambers of commerce and transport associations brought the voice of businesses and professional drivers into the discussion. Participants addressed the main bottlenecks affecting cross-border traffic and trade, as well as the impact of the newly implemented Entry/Exit System on professional drivers.

The Transport Community will continue working with regional partners, EU Member States, CEFTA, CONNECTA, financial institutions and the private sector to support smoother border crossings, stronger Green Lanes and better connectivity across the region.
