SOFIA – Customs authorities of Bulgaria and Serbia signed a Memorandum of Understanding on the electronic exchange of customs data, taking the implementation of the EU–Western Balkans Green Lanes initiative forward. The signing took place at the National Customs Agency of the Republic of Bulgaria in Sofia.
The agreement will allow the two administrations to exchange information about goods electronically before they arrive at the border. This enables customs authorities to carry out risk checks and prepare clearance procedures in advance, helping trucks cross the border faster and more predictably.
By sharing data earlier and improving cooperation between border authorities, waiting times for freight transport will be reduced, trade will be more efficient, and smoother movement of goods between the European Union and the Western Balkans will be supported.
The signing followed discussions held during the Green Lanes Steering Committee meeting in Sofia, where representatives of the European Commission, EU Member States, the Western Balkans, and partner organisations reviewed progress in modernising border procedures and improving cooperation at key crossing points.
The Green Lanes initiative was originally introduced during the COVID-19 pandemic to ensure the uninterrupted movement of essential goods. Since then, it has evolved into a broader effort to modernise border procedures, digitalise customs cooperation, and reduce delays for transport operators.
The new agreement between Bulgaria and Serbia contributes to these efforts by strengthening practical cooperation between neighbouring customs administrations and supporting the wider goal of bringing the Western Balkans closer to the EU Single Market.
The Transport Community and CEFTA will continue to support the implementation of Green Lanes through coordination between authorities, technical assistance, and monitoring of progress at border crossing points across the region.
