BELGRADE – The Technical Assistance to support the Republic of Moldova in aligning with the relevant EU waterborne transport acquis, as part of its commitments under the Transport Community Treaty (TCT), has been officially launched on 1 August 2025. The Permanent Secretariat of the Transport Community has taken concrete steps to support Moldova in aligning with Annex I of the TCT acquis on waterborne transport, bringing its observing participants closer to EU standards, practices, and full membership in the Transport Community.
An online kickoff meeting was held between representatives of the Permanent Secretariat, the consortium of TIEG EEIG and TAS Europrojects, and the Moldovan beneficiaries: the Ministry of Infrastructure and Regional Development and the Naval Agency of the Republic of Moldova. The meeting focused on coordination and the next steps in the contract implementation, as well as the key deliverables that will be produced for Moldova’s waterborne transport sector which include Regulatory and Policy Gap Analysis Report, EU Waterborne Acquis Transposition Plan, EU Waterborne Acquis Implementation Roadmap, and EU Waterborne Acquis Impact Analysis and Implementation Roadmap.
With support from the European Commission, the common goal of all involved stakeholders is to ensure that Moldova’s waterborne transport legislation is aligned with the relevant EU acquis outlined in TCT Annex I, establish a clear and detailed path for implementation of these standards, and strengthen Moldova’s preparedness for full participation in the Transport Community and progress toward EU membership.
The Service Contract is scheduled to be completed by March 2026.
This assistance is financed by the European Union under the grant NDICI-GEO-NEAR/2023/452688 to the Permanent Secretariat of the Transport Community related to preparatory activities to support the progressive involvement of Georgia, the Republic of Moldova and Ukraine in the activities of the Transport Community.
