Slovenia Shares Rail Reform Experience with Ukraine and Moldova

LJUBLJANA – From 3 to 5 March 2026, the Permanent Secretariat of the Transport Community in cooperation with the Ministry of Infrastructure of the Republic of Slovenia and Slovenian Railways organised a study visit to Slovenia for representatives of the railway sectors of Ukraine and the Republic of Moldova, aimed at supporting their efforts to align with European rail rules and develop modern railway infrastructure.

The three-day visit brought together officials and experts from the Transport Community’s observing participants with Slovenian institutions that have already gone through the process of adopting and implementing EU railway legislation.

Through presentations, discussions and site visits, participants explored how Slovenia organised its rail system, strengthened safety and interoperability standards, and developed infrastructure projects that are part of the European transport network.

During the sessions held at the headquarters of Slovenian Railways in Ljubljana, Slovenian experts presented their experience in implementing EU rail legislation and managing the national rail network.

Discussions also covered passenger rights, railway safety, interoperability, market organisation, public service obligations, and the development of intermodal transport. Representatives of the national regulatory and safety authorities explained how oversight of the railway sector works in practice and how safety and technical standards are applied.

Participants also visited several railway projects to see how these policies translate into real infrastructure. The programme included a visit to the construction site of the Ljubljana Main Train Station as well as the Second Track Divača–Koper railway line, one of Slovenia’s most significant rail investments, as well as the Railway Traffic Control Centre in Postojna, where train operations across the network are managed.

The exchange strengthened cooperation between institutions and professionals working in the rail sector, supporting Ukraine and Moldova as they advance reforms and move closer to integration with the European transport market.

The study visit was financed by the European Union under the grant NDICI-GEO-NEAR/2023/452688 to the Permanent Secretariat of the Transport Community, supporting preparatory activities for the progressive involvement of Georgia, the Republic of Moldova, and Ukraine in the activities of the Transport Community.
