CHIȘINĂU – The Permanent Secretariat of the Transport Community has successfully completed the technical assistance “Supporting the Republic of Moldova in Achieving Compliance with the Relevant EU Waterborne Acquis”, implemented under the Transport Community’s EU-funded project.
The completion of this assignment enhances Moldova’s continued alignment with EU transport legislation under the Transport Community Treaty and contributes to the development of safer, more sustainable and better-regulated waterborne transport.
The project provided comprehensive support to the authorities of Moldova in the legal approximation of 13 EU legal acts listed in Annex I of the Transport Community Treaty. It also supported institutional strengthening and the development of practical tools for the implementation of future reforms.
The technical assistance included an in-depth assessment of Moldova’s legal and policy framework against the relevant EU waterborne acquis, identification of regulatory gaps and institutional constraints, and the preparation of a detailed transposition plan and implementation roadmap.
As part of the assignment, draft legislation and amendments were prepared to support Moldova’s compliance with EU rules. The work was complemented by regulatory impact analysis, stakeholder consultations and targeted capacity-building activities for relevant institutions.
The project covered a wide range of regulatory areas, including safety regimes for vessels and the transport of dangerous goods, working time in inland navigation, passenger rights and liability, market access and freedom to provide services, recognition of professional qualifications, environmental standards, fleet capacity and sectoral data systems.
The results achieved provide Moldova with a stronger legal and institutional basis for continued reforms in the waterborne transport sector. They also contribute to improved administrative capacity and closer integration with the EU transport framework.
This Technical Assistance is financed by the European Union under the NDICI-GEO-NEAR/2023/452-688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
