Transport Community Supports Moldova in Strengthening Rail Safety and EU Acquis Implementation through EU-Funded Project

CHIȘINĂU – The Permanent Secretariat of the Transport Community has successfully completed the Technical Assistance to Support Moldova in the Implementation of the EU Rail Transport Acquis, delivered under the Transport Community’s EU-funded project supporting Georgia, the Republic of Moldova and Ukraine.

The assignment supports Moldova’s efforts to align its railway sector with EU rules, with a particular focus on railway safety and the licensing of railway undertakings. By strengthening the legal, regulatory and institutional framework, the assistance contributes to a safer, more sustainable and better-regulated railway system in Moldova.

Through the project, the Transport Community provided targeted support to the Ministry of Infrastructure and Regional Development and the Railway Agency of the Republic of Moldova. The assistance included the preparation of a Regulatory and Policy Review and Gap Assessment covering legislation related to the EU rail acquis, as well as a set of internal acts for the Railway Agency on the issuance of licences for railway undertakings, safety certificates for railway undertakings and safety authorisations for railway infrastructure managers.

The Technical Assistance also delivered a Supervision Strategy and Supervision Plan, a Railway Safety Audit Manual and a Methodology for Assessing the Application of the Risk Management Process. These deliverables provide practical tools for stronger regulatory oversight, improved safety management and more effective implementation of EU-aligned legislation.

As part of the assignment, two workshops were organised for representatives of the Ministry of Infrastructure and Regional Development and the Railway Agency of the Republic of Moldova. The workshops served to present the final deliverables, discuss implementation needs and share practical examples and good practices from the European Union and the Western Balkans.

The results achieved provide Moldova with a stronger legal and institutional foundation for the continued transposition and effective implementation of the EU rail acquis. They also support the development of administrative capacity, strengthen railway safety and contribute to Moldova’s progressive integration into the European transport system.

This Technical Assistance was financed by the European Union under the NDICI-GEO-NEAR/2023/452-688 grant awarded to the Permanent Secretariat of the Transport Community. The project supports preparatory activities aimed at facilitating the progressive integration of Georgia, the Republic of Moldova, and Ukraine into Transport Community activities.
